Introduction

Incon was engaged by DM Composites to deliver structural design review and certification for multiple FRP beach access ramps and platforms located at Glenelg and South Brighton Beach, South Australia. The project forms part of a coastal accessibility upgrade, improving safe public access between promenade levels and beach areas.

Project
description

The project comprised three primary structures:

  • Glenelg 1 – Small Platform
  • Glenelg 2 – Medium Platform
  • South Brighton Beach Ramp & Landing

These systems included:

  • Elevated FRP access ramps and landings
  • Modular FRP grating deck systems
  • Stair access elements (Glenelg platforms)
  • Stainless steel handrails and balustrades
  • FRP structural framing including:
    • Bearers
    • Joists
    • Columns
    • Bracing systems

The structures follow modular layouts with repetitive framing grids enabling efficient prefabrication and installation.

Challenge

  • Structures are subjected to:
    • Salt-laden air (corrosion risk)
    • UV exposure
    • Sand abrasion→ requiring durable FRP and SS316 stainless steel components
  • FRP is orthotropic and sensitive to fabrication practices, requiring strict adherence to manufacturer guidelines and standards
  • Each platform and ramp had different geometry and loading conditions, requiring separate verification while maintaining consistency
  • Interface with contractor-designed elements
    • Piles / footings by others
    • Site conditions and levels to be verified on-site → required careful assumption management and coordination

Solution

Incon delivered a structured design review and certification package, including:

  • Design checks for:
    • Bearers, joists, columns, and bracing systems
    • FRP grating support systems
  • Validation against manufacturer design guides and standards
  • Structural review of stair systems (Glenelg platforms)
  • Ramp performance checks for serviceability and load compliance
  • Verification of all bolted and proprietary connections
  • Consideration of FRP-specific detailing (hole tolerances, sealing, etc.)
  • Review of handrail systems for:
    • Load resistance
    • Safety compliance
    • Durability in coastal conditions

Value
Delivered

  • Enabled certified, compliant FRP access infrastructure across multiple sites
  • Supported prefabrication efficiency through clear and coordinated markups
  • Ensured long-term durability in harsh coastal exposure conditions
  • Delivered within a tight programme and cost-efficient fee
  • Strengthened collaboration with specialist FRP contractor
