Introduction

Incon was engaged by BHP to undertake structural and compliance audits of camp accommodation facilities at Olympic Dam, South Australia. The project formed part of an asset assurance and operational risk management initiative to ensure accommodation infrastructure remained safe, compliant, and fit-for-purpose for ongoing workforce occupancy. The audits required a systematic engineering assessment approach aligned with operational constraints within a live mining environment.

Project
description

The scope involved conducting detailed audits of accommodation buildings within the Olympic Dam camp facilities, focusing on structural integrity, serviceability, and compliance with relevant standards.

Key components of the scope included:

  • Inspection and assessment of structural elements across accommodation units
  • Identification of defects, deterioration, and maintenance requirements
  • Review of compliance with applicable building codes and safety standards
  • Documentation of findings through structured reports and audit records
  • Coordination with site teams to align inspections with operational schedules

The works were undertaken in an active mining environment, requiring careful planning of logistics including access, travel, and accommodation coordination for inspection personnel.

Challenge

  • Live Operational Environment - Inspections were conducted within an operational camp, requiring minimal disruption to occupants and strict adherence to BHP site protocols.
  • Access & Logistics Constraints - Remote site conditions required coordination of flights, accommodation, and site access approvals, limiting flexibility in scheduling inspections .
  • Aging Infrastructure - Accommodation buildings required detailed assessment of potential deterioration, including structural wear, fatigue, and serviceability issues over time.
  • Consistency Across Multiple Assets - Ensuring a consistent and repeatable audit methodology across numerous buildings was critical to maintaining reliability of findings.
  • Compliance & Reporting Requirements -Deliverables needed to meet BHP’s stringent reporting standards, including clear identification of risks, prioritisation of defects, and actionable recommendations.

Solution

Incon delivered a structured and engineering-led audit framework to ensure reliable and actionable outcomes:

  • Developed a consistent audit approach covering structural systems, load paths, and serviceability criteria across all accommodation units.
  • Classified defects and observations based on severity and operational risk, enabling prioritised maintenance and intervention planning.
  • Planned inspections around site logistics and accommodation schedules to maximise productivity within limited access windows.
  • Delivered concise audit reports outlining identified issues, recommended remediation strategies, and compliance status.

Outcome

The audit program provided BHP with:

  • A clear understanding of the structural condition and compliance status of camp accommodation assets
  • Identification of key risks and maintenance priorities
  • Improved ability to plan maintenance, refurbishment, and asset lifecycle management
  • Enhanced confidence in the safety and reliability of accommodation facilities

Incon’s structured and practical approach ensured efficient delivery of audits within a complex operational environment while maintaining high engineering and reporting standards.
