Introduction

Incon was engaged as the Principal Civil and Structural Consultant to deliver stormwater management and site development engineering for a proposed community centre (Hindu Temple) in Munno Para Downs, South Australia. The project required a comprehensive stormwater strategy to support Development Application (DA) approval while balancing community needs, staged development, and site constraints.

Project
description

The development comprises a multi-purpose community precinct for the Punya Foundation, including:

  • Place of worship (temple)
  • 200-seat community hall
  • Commercial kitchen
  • On-grade car parking (~60–70 vehicles)
  • Future residential and cultural development (staged masterplan)

Incon’s scope included:

  • Civil site works and stormwater management plan
  • DRAINS modelling and hydraulic calculations
  • Feasibility advice on site grading and outfalls
  • Identification of DA risks and mitigation strategies
  • Coordination of surveys, soil testing, and sub-consultants

Challenge

1. Greenfield Site with Limited Existing Infrastructure

The site was largely undeveloped open land with minimal services and unclear underground infrastructure, requiring:

  • Detailed surveys
  • Assumptions validation
  • Coordination with surveyors for accurate base data

2. Complex, Staged Master Planning

The project included multiple future phases:

  • Temple and hall (Stage 1)
  • Residential accommodation (Stage 2)
  • Spiritual park (Stage 3)

Stormwater design had to:

  • Work for current DA approval
  • Be scalable for future expansion

3. High Variability in Usage & Peak Loads

The facility had irregular but high peak usage patterns:

  • Daily low usage (3–7 people)
  • Weekend spikes (25–50 people)
  • Events up to 100+ attendees

This created challenges in:

  • Designing detention/retention systems
  • Managing peak runoff from parking areas

4. Planning and Approval Constraints

  • Council requirements for stormwater management prior to DA approval
  • Potential requirement for detention basin allocation impacting masterplan layout
  • Easement constraints limiting usable land

    • Minimise ponding

  • Integrated stormwater outfalls with natural site slope
