Introduction

Incon was engaged by Southfront to deliver structural engineering design for fencing infrastructure as part of the SA Hydrogen Jobs Plan Project in Whyalla, South Australia. This government-led initiative required robust, secure, and compliant perimeter solutions for a major energy infrastructure facility.

Project
description

The project involved the design and documentation of extensive perimeter and internal fencing systems for a large-scale hydrogen production facility.

Key scope elements included:

  • Development of fencing layout and set-out plans aligned with site coordinates and plant layout
  • Preparation of detailed fence design drawings, including:
    • Fence types, materials, and dimensions
    • Post spacing, foundations, and bracing systems
  • Engineering design reporting for integration into overall project documentation
  • Coordination with multidisciplinary inputs including civil and plant layout data

From the fencing layout plan, the project involved:

  • Approx. 3.3 km of site-wide fencing
  • Additional fencing packages by multiple contractors (civil, substation, and BOP contractors)
  • Integration of vehicular and pedestrian access gates across the facility
  • Chain-link fencing systems with barbed wire security toppings
  • Vehicle access gates (~8m openings) and pedestrian gates


Challenge

The project presented several engineering and coordination challenges:

  • Large-scale infrastructure site requiring consistent fencing design across multiple zones and contractors
  • Integration with existing services and easements (overhead, water, fibre, Telstra) as identified in the layout plan
  • Ensuring compliance with security requirements, including mandatory risk assessment validation for fence type selection (noted across multiple drawing sheets)
  • Designing fencing systems capable of withstanding:
    • Wind loads
    • Operational impacts (vehicular access points)
  • Coordination with evolving plant layout and civil design inputs
  • Requirement for removable fence sections for access (e.g., southern access allowing up to 25m roadway width)


Solution

We delivered a coordinated and compliant fencing design solution through:

  • Preparation of comprehensive fencing layout drawings aligned with site-wide infrastructure planning
  • Design of modular fencing systems, allowing integration across multiple contractors and packages
  • Engineering of robust post and footing systems, including:
    • Concrete plinths
    • Embedded post foundations
    • Bracing and strainer assemblies for long fence runs
  • Detailed design of access gates, including:
    • Heavy-duty vehicular gates
    • Secure pedestrian entry points
  • Incorporation of security-driven design requirements, supporting risk assessment compliance
