Introduction

Incon was engaged to undertake Level 2 structural inspections and structural adequacy assessments for multiple boardwalks and viewing platforms at Stebonheath Wetlands, Andrews Farm. The project formed part of a broader renewal initiative to upgrade public infrastructure within a high-use recreational environment.

The project involved inspection and assessment of five assets, including:

  • 3 boardwalk structures
  • 2 viewing platforms

These structures are located within an active public wetland environment featuring walking trails, recreational areas, and community use.

Key aspects of the project included:

  • Detailed Level 2 inspections in accordance with AS 5100 and Austroads guidelines
  • Assessment of existing steel framing and timber decking systems
  • Evaluation of structural condition including corrosion, deformation, and joint integrity
  • Review of proposed replacement decking systems (FRP / recycled materials)
  • Determination of structural adequacy for future imposed loads


Challenge

The project presented several inspection and engineering challenges:

  • Multiple assets across a live public environment, requiring staged inspections and safe access planning
  • Exposure to harsh environmental conditions, including moisture, corrosion, and weathering
  • Deterioration of structural components, including:

o Corrosion of steel elements

o Degradation of timber decking

o Joint and connection deterioration

  • Public safety considerations, particularly for:

o Pedestrian access routes

o Structures used by nearby school students 

  • Assessment of existing structures for new decking systems, requiring validation of load capacity and compatibility
  • Limited access to certain structural elements, requiring reliance on visual and close inspection methods


Solution

A systematic and standards-compliant inspection and assessment methodology was implemented:

  • Undertook Level 2 inspections of all accessible structural elements, including:

o Superstructure (decking, beams, handrails)

o Substructure elements (supports and connections)

  • Captured detailed photographic records of defects for reporting and analysis
  • Assigned condition ratings in accordance with industry guidelines
  • Evaluated structural capacity of existing members against proposed decking loads
  • Identified critical defects and deterioration mechanisms, including corrosion and joint failures
  • Developed targeted remedial recommendations, including:

o Repair or replacement of deteriorated members

o Surface treatment and coating upgrades

o Additional supports where required for new decking systems

  • Provided structural adequacy statements confirming whether existing structures could support proposed upgrades
